· How much uncertainty is there over the impact of monetary and fiscal policy in downturns?
· The role of learning and model uncertainty in business cycle models.

Conference on the Financial Crisis
, Barcelona
CREI will host a conference on Thursday, May 7th and Friday, May 8th 2009 at Universitat Pompeu Fabra in Barcelona. The conference will bring together current research on the origin and impact of financial crises. The conference is organized jointly with The Journal of Financial Intermediation and the Centre for Economic Policy Research.
A special issue of the Journal of Financial Intermediation (JFI) will be devoted to the conference. Papers that are selected for presentation will be candidates for a special issue of the JFI, although authors do not necessarily have to commit their papers to the journal. A paper's acceptance at the conference does not guarantee publication in the JFI: all papers must pass the journal's regular refereeing process.
Up to twelve papers will be selected. Suitable topics may include, but are not limited to:
1) Bank capital accumulation and banking crises
2) Banking regulation and crises
3) Gatekeepers, regulation and financial stability
4) Complex securities, securitization, risk and liquidity
5) Competition in financial markets, financial spreads and financial crises
6) News, media, and propagation of financial crises
7) Financial crises and growth. Is there a cleansing effect?

The First HI-POD Conference on: A Comparative Approach to Inequality and Development: Latin America and Europe (FP7 Collaborative Project)
, Madrid
The HI-POD conference on: A Comparative Approach to Inequality and Development: Latin America and Europe will take place at Universidad Carlos III in Madrid from 8-9 May 2009. The Mini-Conference will gather a group of leading scholars in the field of inequality and development. The main focus of the Mini-Conference is to promote a comparative analysis of inequality in Latin America and Europe, in order to help assess whether inequality really has been a distinctive aspect of Latin American development for centuries, what form that inequality has taken, and whether and how it has been an important factor explaining its relative backwardness. Comparisons between European and Latin American experience since pre-industrial times will enrich our understanding of both. Nevertheless, the Mini-Conference will also give place to papers containing comparative studies of Europe and/or Latin America with other regions.
The HI-POD Collaborative Project is funded by the European Commission's Framework Programme for Research FP7. Grant agreement no. 225342. |

European Summer Symposium in International Macroeconomics (ESSIM)
, Château de Ragny
After an interruption of 3 years, the annual Public Policy symposium meetings are resuming. Its goal is to provide a forum for high quality work in public economics and to bring together economists in the field from across Europe and key researchers from outside the region. The title of the symposium is "Economic Policy in the Modern Welfare State". Trade Implications of Policy Responses to the Crisis
, Brussels
"We will not repeat the historic mistakes of protectionism of previous eras”" paragraph 20 of the G20 Leaders’ Statement, London, 2 April 2009
The Leaders of the G20 who met in London on 2 April 2009 reaffirmed the commitment to refrain from raising new barriers to investment or to trade in goods and services, imposing new export restrictions, or implementing WTO inconsistent measures to stimulate exports. They also committed to minimize any negative impact on trade and investment of their domestic policy actions including fiscal policy and action in support of the financial sector.
This conference offers a reality check of the implementation of these commitments, less than two months after the London Summit, and about a month before the La Maddalena G7 meeting. It also offers a broader perspective on domestic policy actions, whether consistent or not with international trade rules, which could have a significant impact on trade and investment flows. Presenting the views of both policy makers and academic experts, it will attempt to assess better and worse practices, and guide policy responses to the crisis in the lead-up to La Maddalena. |

European Research Workshop in International Trade (ERWIT)
, Madrid
ERWIT is an annual workshop that brings together international economists from across Europe and key researchers from outside the region. The workshop disseminates the findings of recent research on international trade, and presentations often involve exploratory rather than finished papers. It provides a unique opportunity to discuss trade-related research in a relaxed atmosphere. Another important aim of ERWIT is to provide young researchers with the opportunity to meet and discuss their work with senior economists. EFIGE is a Collaborative Research Project funded by the 7th Framework Programme of the European Union, which will look at the international competitiveness of European firms on the basis of a new publicly-available firm-level survey that will be carried out in parallel in seven EU countries linked to existing firm-level data sources. It organizes an annual Scientific Workshop and Policy Conference that will be held in combination with ERWIT.
The combined programme will run for 3 days (from the morning of Monday June 1st until the afternoon of Wednesday 3rd, with arrival on Sunday May 31st). Sessions on Wednesday will focus on firm-level studies of trade issues and will constitute the First EFIGE Scientific Workshop and Policy Conference. The rest of the programme will combine workshop sessions on any trade-related issue with time for collaboration and consultation.

First Meeting of Globalization, Investment and Services Trade (GIST) (Marie Curie Initial Training Network)
, Milano
This is the first meeting of the Globalisation, Investment and Services Trade project. The goal of the conference is to contribute to the critical issue posed to regulation authorities and policy makers by increasing internationalization of supply of services, both "real" and financial. Does the internationalization of services and FDI call for an integrated regulation at European level? We aim to bring together scholars and especially young researchers from universities, research institutions, and international organisations to create fruitful dialogue, share the latest findings, and stimulate further research.
The GIST network invites the submission of papers on various topics in the field of research on the service sector. Papers can come from various research disciplines, and can focus on empirical, theoretical and policy-oriented topics. These include, but are not limited to:
- Internationalization of services and competition in Europe
- International trade flows, foreign direct investment (FDI) and services
- Cross-country banking, competition and regulation
- Effects of financial services on growth
The Globalization, Investment and Services Trade (GIST) Marie Curie Initial Training Networks (ITN) is funded under the EU’s Seventh Framework Programme, Contract no. FP7-PEOPLE-ITN-2008-211429.

European Summer Symposium on Economic Theory (ESSET) 2009
, Gerzensee
At ESSET 2009, there will be two half-day workshops, one each week. The workshops in the first week will be on The Subprime Innovation, the Housing Bust and the Financial Crisis: What Happened? What Next? organized by François Ortalo-Magné and Sven Rady. In the second week the workshops will be on International Conflict, Bargaining, and War organized by Matthew Jackson with help of James Fearon, Massimo Morelli and Debraj Ray.
In addition to the workshops there will be a number of small seminars. Typically, when no workshop is scheduled for the day, a ‘compulsory’ seminar in the morning and an ‘optional’ evening seminar will be held. Note that there are no seminars over the middle weekend. This should give participants plenty of spare time to interact and collaborate with one another, and to pursue their own research. Although most invitees have been selected on the basis of his/her interest in or contribution to this year's themes, the smaller seminars need not fall under one of the four headings.

The Governance and Performance of Research Universities: Evidence from Europe and the US
, Brussels
With increasing globalization has come increasing scrutiny of the differences in the performance of countries' universities. Such performance differences are thought to be especially important for advancing science, technology, and the industries that depend upon them. At present, several European countries are considering reforms to their university systems that would make them more like those of the U.S., posing the question what aspects of American universities deserve imitation?
In this presentation, the author considers the hypothesis that autonomous universities that need to compete more for resources are more productive. Evidence from Europe and the US is considered in light of the concepts of autonomy and competition in order to determine whether this hypothesis can answer the question of how to improve universities' output.
IThe meeting will include a 30-minute presentation from Mathias Dewatripont (ECARES, Universite Libre de Bruxelles and CEPR) followed by 30 minutes of discussion. Registration will be from 12:00 and the meeting will be preceded by a buffet reception.
This meeting has been developed to facilitate the flow of research and policy considerations between the members of the Collaborative Project, SCI-FI GLOW and European Commission policymakers. In order to look simultaneously at the effects of globalization on the knowledge sector and on firms and markets in general, this project brings together two ‘communities’ of economic researchers: those interested primarily in the research sector and those who look at the effect of globalization in terms of trade flows, the organization of firms and product and labour market outcomes. |

Conference on Product Heterogeneity and Quality Heterogeneity in International Trade
, Zurich
The International Research Unit of the Swiss National Bank is organising a conference on the role of product heterogeneity and quality heterogeneity in international trade. The scientific committee invites both theoretical and empirical work related to the following aspects. What are the margins of product trade across and within firms? How can we conceptually distinguish between product- and firm- heterogeneity? To what extent do product characteristics determine whether goods are traded or not? How does trade integration affect the evolution of industry when product differences, rather than productivity difference, is the driver of export selection? How do firms price product characteristics to market? How does the endogenous selection of exporters affect pricing-to-market behaviour and aggregate pass-through rates? All researchers in the field are encouraged to submit their paper on or before May 31st.

8th Macroeconomic Policy Research Workshop on DSGE Models: A Closer Look at the Workhorse of Macroeconomics
, Budapest
The Magyar Nemzeti Bank (MNB), in collaboration with the Centre for Economic Policy Research (CEPR), will hold its eighth Workshop on Macroeconomic Policy Research in Budapest on September 3-4, 2009.
Dynamic stochastic general equilibrium models (DSGE) command wide support among macroeconomists as a modeling methodology. In addition, they are widely used by policy institutions for both policy assessments and forecasting exercises. Nevertheless, there is much less agreement about the details of implementing DSGEs, such as the structural nature of shocks necessary to fit the data, the introduction of frictions, and the choice of approximation techniques for solving DSGEs. The recent financial turmoil has also highlighted the need for incorporating a meaningful financial sector both as a source of shocks and as a propagation mechanism. The goal of the conference is to bring together researchers working on various aspects of these issues.
Previous meetings focused on productivity, trade and development (2008), labor markets and inflation dynamics (2007), micro behavior and monetary policy (2006), the connections between nominal exchange rates and the real economy (2005), the monetary transmission mechanism in the new and old members of the EU (2004), on the effect of real exchange rates on macroeconomic stability (2003) and on theoretical and empirical approaches to the question of inflation targeting (2002).
Topics of the 2009 meeting include:
1) Summarizing the state of the art in macroeconomic modeling tools:
· their use in theoretical work
· estimation and calibration issues
· policy and welfare evaluations
· forecasting
2) Existing criticisms and new directions:
· a role of financial markets, financial imperfections, informational frictions and sovereign risk
· alternative models of pricing, labor market frictions and their interaction
· heterogeneity
· incorporating portfolio choice aspects
· exact nonlinear solutions
Keynote Speakers:
· Larry Christiano (Northwestern University)
· Mark Gertler (New York University)
The workshop will be held at the Magyar Nemzeti Bank in Budapest. Participants from central banks are expected to cover costs of travel and local expenses. Costs of participants from academic institutions may be reimbursed by the organizers upon request. No conference fee will be charged. |

IZA/CEPR 11th European Summer Symposium in Labour Economics (ESSLE)
, Ammersee
The 11th CEPR European Summer Symposium in Labour Economics (ESSLE) will take place between 17-19 September 2009 (arrival 16th September 2009 and departure 20th September 2009). The meeting will be hosted by the Institute for the Study of Labor (IZA) at the conference centre of Deutsche Post in Buch at the lake of Ammersee (near Munich), and will be organized by Giuseppe Bertola (Università degli Studi di Torino and CEPR) and Marco Caliendo (IZA).
ESSLE is designed to bring together economists in the field from across Europe and key researchers from outside the region. It provides a unique opportunity for researchers from different universities and countries to discuss their work in a relaxed atmosphere and to develop long-term collaborative relationships. Another important aim of ESSLE is to provide young researchers with the opportunity to meet and discuss their work with senior economists. Paper proposals are invited in any area of labour economics.
ESSLE 2009 will bring together around 40 economists for a period of three days (arriving in the evening of 16th September and departing on the morning of 20th September). To foster the desired interaction we request that participants stay for the entire duration of the Symposium. The programme combines focus and contributed sessions with time for collaboration and consultation. Some researchers will be asked to present their work in a poster session.

11th EABCN Workshop - After the Crisis: A New Agenda for Business Cycle Research
, Amsterdam
Given the depth of the current recession and the increasing use of unorthodox stabilisation policy the research agenda associated with the Great Moderation and the consensus it produced is increasingly coming under question. This conference aims to consider whether such a reassessment is necessary; and across a range of topics, examine the issues and methods that may begin to emerge amongst academics and policymakers.
Whilst we expect that a number of submissions will focus on the crisis itself we are particularly interested in likely research themes going forward in business cycle study including but not limited to monetary and banking systems, labour markets, monetary and fiscal policy and market imperfections.
We already have participation from Paul Beaudry, Tom Cooley, Martin Ellison, Pat Kehoe, Andy Levin, Albert Marcet, Athanasios Orphanides, Roberto Perotti, Morten Ravn, Ricardo Reis and Volker Wieland and welcome further relevant submissions.

The CEPR/ESI 13th Annual Conference on ‘Financial Supervision in an Uncertain World’
, Venezia
The 13th CEPR/European Summer Institute Annual Conference will take place on 25-26 September 2009 in Venice, at Venice International University. The CEPR/ESI Annual Conferences were previously sponsored by the Bank for International Settlements, the South African Reserve Bank, Banco de Portugal, Bank of Finland, the National Bank of Poland, the Nederlandsche Bank, the Oesterreichische Nationalbank and the European Central Bank. Former conferences were held on ‘Fiscal Policy Imbalances, the Monetary Transmission Mechanism and Prudential Supervision’ in Lisbon (1999), ‘Vivent les Différences?: Heterogeneous Europe’ in Amsterdam (2000), ‘Old Age, New Economy and Central Banking’ in Helsinki (2001), 'Regulatory Changes for European Financial Markets' in Vienna (2002), 'The Euro Area as an Economic Entity' in Eltville (2003), 'EMU Enlargement to the East and the West' in Budapest (2004) ‘Structural Reforms and Economic Growth in Europe’ in Frankfurt-am-Main (2005) ‘Globalisation and Monetary Policy’ in Warsaw (2006), ‘Global Imbalances, Competitiveness and Emerging Markets’ in Pretoria (2007) and on ‘The Evolving Financial System and the Transmission Mechanism of Monetary Policy’ in Basel (2008).
The topic of the 13th CEPR/ESI Annual Conference will be ‘Financial Supervision in an Uncertain World’. The recent turmoil on global financial markets and the following recession have raised concerns that the current financial supervisory system does not suffice anymore. This can mainly be inferred from banks that are facing major problems in terms of liquidity shortages and many bad loans. Additionally, the large bancassurance groups and multinational insurers (i.e. AIG) are facing major write-offs. Many have considered the opaqueness of the financial markets and the excessive risk-taking by banks and other market participants, along with disproportionate executive compensation packages, as the main causes of the crisis. Supervisory arrangements have not been able to keep up with the fast pace of financial innovation and the associated risk-taking and information asymmetries.
Therefore, it is wise to look forward and reflect upon a new structure of (global) financial supervision. Several aspects of supervision deserve deeper academic research. For instance, liquidity and solvency problems have become intertwined and often indistinguishable, so that the traditional instruments wielded by supervisors now have less effect. A new structure for financial supervision will have to address this problem, along with the lack of liquidity due to a locked interbank market, the disturbed system of deposit insurance and the problems with current capital requirements (such as the highly debated procyclicality). Additionally, it has become clear that the present crisis management procedures need to become more effective and efficient. A final point of concern in an uncertain, but increasingly integrated world is the creation of EU-wide or even global supervisory arrangements, as has for instance been suggested in the recent report by the De Larosière group.
In addition to the submissions selected from a call for papers, the programme will include policy lectures by senior central bankers, papers by reputed academics and a high-level discussion panel.

Fourth BI-CEPR Conference on Money, Banking and Finance: Corporate Governance, Capital Structure and Firm Performance
, Rome
The combination of technological change and globalization is dramatically modifying the landscape where firms operate. Structural transformations are occurring in both the real side of the economy and the financial sector. The literature has documented large differences in prevailing ownership modes across countries. A growing body of evidence claims that traditional ownership modes, such as family firms, might be disadvantaged in facing the challenges of the changing economic environment. At the same time, the role played by innovative financial intermediaries, such as private equity funds and venture capitalists, is still very much debated.
This conference aims at investigating the relation between financial structure, corporate governance and firm performance in highly competitive and integrated markets. Examples of questions of interest are (but not limited to):
· What are the determinants of the ownership modes across countries?
· What are the effects of different ownership modes on firm performance?
· To what extent can market dimension and the degree of competition influence ownership modes?
· What are the obstacles to an efficient market for corporate control?
· What is the role of innovative financial intermediaries in promoting firm growth?
· What are the consequences of financial integration and changes in regulation on the availability of credit to firms, particularly SMEs?

10th Euro Area Business Cycle Network Training School: Learning and Expectations Formation
, Hachenburg
Learning is a new way of thinking about macroeconomic dynamics. It was used initially to assess the plausibility of rational expectations equilibria (REE) and to select among equilibria when there are multiple REE. Lately, more work focuses on empirical performance and policy implications. The modern approach to adaptive learning differs from the adaptive expectations approach of the 1950s by using rational expectations equilibria as a reference point and by emphasizing the implications of small deviations from full forecast rationality. The macroeconomic predictions induced by adaptive learning dynamics recently allowed interpreting and replicating a variety of empirical phenomena that would otherwise appear puzzling from the viewpoint of RE models.
This course reviews the implications of relaxing the rational expectations assumption in dynamic models. We focus on applications to macroeconomics and asset pricing. We study the implications of replacing the rational expectations hypothesis by the view that agents are learning and constantly trying to improve their forecasts. The course reviews the basic theoretical results of the learning literature, applications of learning models to explain empirical phenomena and to inform the design of fiscal and monetary policy.
