PROJECT OBJECTIVES

  • To develop the knowledge base of applied regulatory economic research and developing markets in infrastructure sectors to foster competition.
  • To infer from past experiences of European Union member states whether competition in these sectors has actually benefited consumers by lowering prices and whether regulation has been able to integrate equity issues in pricing and to address problems such as investments for the 'last mile connectivity'
  • To help Indian regulators and policy makers with practical aspects of regulation and assessing economic impacts of various regulatory pronouncements
  • To generate interest among European researchers about regulatory research in India and to generate interest among Indian scholars and regulators about lessons and experiences of regulation and competition in sectors hitherto dominated by publicly owned enterprises.
  • To explore the common problems of trade-off between efficiency - defined as the minimisation of the average access cost - and spatial equity - defined as the minimisation of the maximal access cost in network-based infrastructure sectors.
